The report does not settle on a way forward but rather
suggests implementing two quite different options, one a
physically centralized mechanism and the other a virtually
centralized approach. The two options represent, in the case of
the physically centralized approach a regressive legacy system
mind set and in the case of the virtual approach a forward
looking vision that uses the modern technology embodied in the
mechanisms of the Internet.
