Bart Chilton, CFTC commissioner, has suggested a way of
improving regulation without Congressional moves.
Chilton said the CFTC and the SEC should agree a memorandum
of understanding to create a framework for better dialog and
cooperation between the two agencies.
Chilton believes that the two agencies should have quarterly
meetings and occasional public accountability sessions,
highlighting progress made on issues.
